Heat vegetable oil in a large pot to 350°F (175°C).
In a bowl, whisk together flour, milk, egg, and vanilla until smooth.
Use a funnel to pour the batter into the hot oil in a circular, web-like pattern. If you don’t have a funnel, pour the batter into a zip-top bag and cut off one corner to drizzle.
Fry for 1.5 to 2 minutes on each side, or until golden brown.
Remove from oil and drain on paper towels.
Sprinkle generously with powdered sugar and drizzle with chocolate or caramel syrup, if desired.
