In a saucepan, combine milk, rice, and a pinch of salt. Bring to a gentle simmer.
Reduce heat to low and cook, stirring often, until the rice is tender and the mixture thickens, about 40 minutes.
Stir in sugar, vanilla, and cinnamon. Mix until well blended.
For a richer pudding, stir in the heavy cream just before serving.
Serve warm or chilled, topped with raisins or a sprinkle of nutmeg if desired.
