Bake the Cake:
Preheat oven to 350°F (175°C). Mix cake mix, eggs, oil, and water until smooth. Divide batter evenly into two greased 9-inch cake pans. Bake for 25â30 minutes, or until a toothpick inserted in the center comes out clean. Let cakes cool completely.Make the Fudge Frosting:
In a small saucepan, heat the heavy cream and butter over medium heat until hot (do not boil). Pour the hot mixture over the chocolate chips in a bowl. Let sit for 2 minutes, then stir until smooth. Chill until thick but still spreadable.Assemble the Cake:
Place one cake layer on a serving plate and spread a layer of fudge frosting on top. Place the second cake layer on top and frost the top and sides with the remaining fudge frosting. Chill for 1 hour to allow clean slicing.
