Prepare the Fish:
Rinse the fish fillets under cold water and pat dry thoroughly with paper towels.
Make the Marinade:
In a small bowl, whisk together lime juice and zest, garlic, fish sauce, soy sauce, sugar, and grated ginger until the sugar is dissolved.
Marinate the Fish:
Place the fillets in a shallow dish and pour the marinade over them. Ensure each fillet is evenly coated. Let sit at room temperature for 15–20 minutes.
Steam the Fish:
Transfer the marinated fish and its liquid to a steaming dish. Top with sliced red chili and half of the chopped cilantro.
Place in a preheated steamer and steam for 10–12 minutes, or until the fillets are opaque and flake easily with a fork.
Finish and Serve:
Remove from the steamer and garnish with the remaining cilantro. Serve immediately with rice or vegetables.
